U.S. government sets coordinated path for Advanced Air Mobility
Next-generation aircraft companies Archer, Joby, Wisk and Beta have each expressed support for the Department of Transportation’s plan.
The DOT’s plan is backed by 25 federal agencies, and outlines 40 steps to integrate AAM aircraft by 2030.

The U.S. Department of Transportation (DOT) has published its Advanced Air Mobility (AAM) National Strategy, setting out a coordinated federal framework designed to support the safe integration of electric hybrid and hydrogen-powered aircraft into the national airspace system.

The Strategy establishes a timeline for initial AAM operations from 2027, with expanded urban and rural services expected by 2030, and identifies applications ranging from regional passenger transport to cargo military and emergency missions. Developed across more than 20 federal agencies, the plan seeks to reinforce U.S. leadership in advanced aviation technologies.

The National Business Aviation Association welcomed the Strategy and says it reflects years of engagement by its Emerging Technologies Committee and AAM Roundtable. “On behalf of NBAA and the association's Advanced Air Mobility Roundtable, I want to thank Congress for directing this plan and the DOT for delivering a national strategy, coordinated across 25 federal agencies, which blazes a path forward for the safe integration of AAM into the national airspace system,” says Matt Byrd, vice chair of NBAA’s board of directors and president and CEO of Hillwood Aviation.

Archer has submitted multiple applications under the eVTOL Integration Pilot Program, a key component of the strategy, in partnership with cities across five states. Its exclusive application with Huntington Beach supports Archer’s planned Olympic operations in Los Angeles. CEO Adam Goldstein joined Secretary Duffy at the strategy’s launch. “Through our close work with the Administration, DOT, FAA and other federal agencies, we now have the clearest path to market this industry has ever had. The focus now is execution; building, deploying and flying these aircraft here in the United States,” he says.

Joby also welcomed the roadmap and says it will act immediately on several key recommendations. These include using repurposed infrastructure, sharing operational data and building a skilled AAM workforce through its pilot and technician training programmes. Joby has already completed over 850 flights in 2025 and is progressing through final FAA certification. “This strategy is tangible proof that the U.S. government recognises the value of the AAM industry,” says founder and CEO JoeBen Bevirt.

Wisk called the Strategy a historic moment for U.S. aviation and a validation of its autonomy-first approach. It contributed directly to the plan through the federal Request for Information and participation in interagency workshops. “For Wisk, the Strategy recognises that autonomy is the key to unlocking the full potential of AAM. Autonomy can enhance safety, facilitate scaling to meet public demand and help reduce operational costs,” says CEO Sebastien Vigneron. Wisk completed the first flight of its Gen 6 autonomous aircraft just days before the Strategy was unveiled.

Beta supported the announcement as well, saying the policy framework aligns with its certification, infrastructure and training model. The company operates a vertically integrated model spanning aircraft, charging systems and workforce development. “Global leadership in advanced air mobility will be held by those who build, certify and deploy first,” says founder and CEO Kyle Clark. “This National Strategy, which lays out a bold, long-term vision for the future of this industry, puts the U.S. on that path, and Beta’s products are positioned to help deliver it.”
