Larry Soles has been promoted to vice president of operations at the Air Charter Safety Foundation (ACSF), a year after joining as director of operations. Andrew Ha has been promoted to assistant director of safety and Brianna Dittman joins as programmes administrator.
Soles joined ACSF in October 2025 from Wheels Up, where he was senior director of operational and system safety and designed and implemented an enterprise-wide safety management system (SMS). He previously held senior safety leadership positions with another Part 135 operator and a large regional airline, and began his aviation career as an enlisted aircrew member in the United States Air Force.
At ACSF his recent initiatives include improving the member portal and hosting Serious About Safety, ACSF’s podcast featuring conversations with aviation professionals on operational challenges and emerging safety topics. As vice president of operations, he will continue to lead operational initiatives and support the development of ACSF’s safety programmes.
Debi Carpenter, president of ACSF, says: “Larry has consistently demonstrated the initiative and leadership that help move our organisation forward. He sees opportunities to improve how we serve our members and takes the initiative to make them happen.”
Ha joined ACSF in February 2023 and has supported the organisation’s safety initiatives and programmes focused on helping business aviation operators improve their safety practices. He holds a bachelor’s degree in Aeronautics from Embry-Riddle Aeronautical University, a Commercial Pilot Certificate with Airplane Multi-Engine Land and Instrument ratings and a Certified Flight Instructor certificate. In his expanded role he will take on additional responsibilities in safety initiatives, programme administration and member engagement, while continuing to support ACSF’s ASAP programmes.
Dittman brings experience in aviation safety, flight operations and SMS, including developing and implementing SMS programmes, analysing safety data and conducting safety audits and investigations across Part 91 and international flight operations. She is also an adjunct professor at Polk State College, teaching aerospace courses including aviation safety and operational risk management, and holds a Master of Aeronautics specialising in Aviation Safety and Space Operations from Embry-Riddle Aeronautical University. As programmes administrator she will support ACSF’s Aviation Safety Action Program (ASAP) and SMS initiatives.
ACSF is a non-profit organisation with more than 360 member companies. It developed the Industry Audit Standard (IAS) for Part 135 and 91K operators and runs third-party oversight programmes covering Flight Data Monitoring (FDM) and ASAP.
