Universal Toluca earns IS-BAH Stage II
IS-BAH is the global industry standard designed specifically for business and general aviation ground handling organisations, including FBOs and business aircraft handling agencies. Universal in Mexico has made the mark.
This milestone demonstrates that the Toluca FBO is not only compliant with IS-BAH requirements, but actively using its safety management system to drive continuous improvement.

Universal Aviation Mexico's Licenciado Adolfo Lopez Mateos International airport FBO in Toluca has achieved Stage II certification under the International Standard for Business Aircraft Handling (IS-BAH), marking a significant advancement in the maturity of its safety management practices.

Universal Aviation Mexico first earned IS-BAH accreditation in 2023, establishing a formal SMS aligned with industry best practices for business aviation ground handling. The newly awarded Stage II certification confirms the effective implementation, operational use and continuous improvement of that system, as validated through an independent audit conducted under the oversight of the International Business Aviation Council.

“Progressing to IS-BAH Stage II is an important milestone for Universal Aviation Mexico and a testament to the discipline and professionalism of the Toluca FBO team,” says Adolfo Aragón, CEO of Universal Aviation. “This achievement reflects how strong local execution, supported by consistent global standards, helps embed safety into daily operations and decision-making.”

IS-BAH is the global industry standard designed specifically for business and general aviation ground handling organisations, including FBOs and business aircraft handling agencies. The standard aligns with ICAO safety management system requirements and provides a structured, progressive framework for managing operational risk and enhancing safety performance.

“This milestone demonstrates that the Toluca FBO is not only compliant with IS-BAH requirements, but actively using its safety management system to drive continuous improvement,” states Helmuth Alvarez, regional safety manager for Latin America and the Caribbean. “It reflects sustained teamwork, accountability and a strong safety culture.”

The IS-BAH Stage II certification for Universal Aviation Mexico's Toluca FBO is valid through November 2027, reinforcing the FBO's position as a trusted ground handling partner for business aviation operators serving the Toluca and central Mexico region.
