Leadership changes as Carpenter takes over from Burns

Debi Carpenter has been chosen to succeed Bryan Burns as ACSF president following a six-month search and begins her presidency this summer.
Carpenter joined ACSF in 2023 to help shape its future strategy alongside Burns.

The Air Charter Safety Foundation has named Debi Carpenter as its new president, effective 1 July 2025. She replaces Bryan Burns, who has retired following more than ten years in the role.

Burns brought more than 35 years of aviation experience to ACSF and previously led top-rated FBOs at Washington Dulles and Reagan National. Under his leadership, ACSF became a key voice in charter, corporate and private aviation safety, expanding initiatives like the Aviation Safety Action Program and Industry Audit Standard. In 2021, he received the Dr. Tony Kern Professionalism in Aviation Award.

“Bryan's leadership has not only elevated ACSF but also set a new standard for safety culture and collaboration across our industry,” says ACSF board chair Kent Stauffer.

Carpenter has served as executive director since June 2023 and worked alongside Burns on ACSF’s strategic vision. She brings over 20 years of aviation safety experience and aims to grow ACSF’s impact through data sharing and collaboration.

“Every individual in aviation contributes to safe operations,” adds Carpenter. “Our goal is to equip them with the tools, insights and education needed to raise the bar on safety excellence.”

Burns will remain in an advisory role during the transition.
